Nuclear Winter would be warmer than a Russian one

Kyiv Post.: "U.S. firm to build nuclear fuel facility in Ukraine
Experts say the facility should help reduce dependency on Russia�"

It is about time. I know Chernobyl was a disaster but really...are we really going to compare American engineering in 2006 to Soviet engineering from the 1970s?
